This project is a joint collaboration between the DCEC, Margaretville Telephone Company (MTC), and Delhi Telephone Company (DTC) to extend fiber-based broadband services to over 95% of the currently un-served DCEC’s members located within the Phase 1 project area.

November 2018 - The Cooperative’s partners in the Delaware County Broadband Initiative (DCBI) have been working feverishly to build fiber infrastructure throughout the Cooperative’s service territory. For all project areas that are receiving NYS grant funding, construction of the fiber lines will be completed on or about December 31, 2018. That means service to individual members will be made available throughout the first half of 2019 in those areas. In addition to the areas receiving grants, our partners, Delhi Telephone Company (DTC) and Margaretville Telephone Company (MTC) are committed to provide fiber broadband internet service to 100% of the Cooperative’s members. For example, many members in the Clapper Hollow area of Jefferson will be served by MTC despite the lack of grant funds to assist with that build-out. However, construction in the “non-grant” areas will be completed in mid 2019, making broadband service to individual members in that area available in the 2nd half of 2019. The basic broadband services offered by DTC and MTC are 75 Megabits per second and 25 Megabits per second respectively, but both partners offer business internet speeds up to 1,000 Megabits per second, also known as Gigabit speed. May 2017 - DCBI received its third round of major grant funding on March 1, 2017. By the end of 2018, construction will be nearly complete to 99.2% of all Co-op member locations. The table below summarizes approximate timeframes and service providers for each town in the Cooperative’s service territory.
August 2016 - The Delaware County Broadband Initiative (DCBI) was awarded $4.7 million in New York State grant funding by New NY Broadband Program Office during an awards ceremony in Hudson. This latest funding announcement represents the second grant funding award for the DCBI project. To date, the DCBI project team has secured $7.6 million in NYS grant funding which combined with direct investments from the Margaretville and Delhi Telephone Companies represents a commitment of over $13.5 million in broadband expansion projects in the region.
This second phase of the DCBI project proposes to extend over 130 miles of fiber optic facilities passing 1900 un-served households, businesses, and anchor institutions located within segments of the townships of Andes, Bovina, Hardenburgh, Middletown, and Roxbury. The fiber optic network will offer a suite of advanced telecommunications services including high-speed broadband, phone, and cable television services. In addition, the network will have the capacity to meet future cell tower connectivity needs, provide business-class Ethernet circuits, and support the Delaware County Emergency Services communications network. Construction of the fiber optic network for the second phase of the Delaware County Broadband Initiative will commence once contracts are in place with NYS Empire State Development Agency and is scheduled to be completed by the end of 2018. Fiber optic cable installation is currently underway for Phase One of the DCBI project which will extend broadband availability to segments of the Towns of Andes, Colchester, Hamden, Harpersfield, Jefferson, Kortright, and Meredith. Efforts by the partner companies to secure additional funding as part of Governor Cuomo’s Broadband for Everyone Initiative will continue as necessary to address un-served and underserved locations within the Central Catskill Region. In addition to the DCBI project funding, MTC Cable, a subsidiary of the Margaretville Telephone Company was also awarded $1.2 Million in grant funding as part of a $1.7 million project for upgrades and expansion of its cable network. MTC Cable proposes to build over 20 miles of new facilities along with upgrading its existing cable television network. The upgraded cable modem facilities will offer new broadband speeds in excess of 100 Mbps upon completion of the system upgrade in early 2018.
April 2016- The Delaware County Broadband Initiative (DCBI) team executed the grant disbursement agreement with the Empire State Development (ESD) Broadband office. MTC will be starting their DCBI construction in the area of Beech Hill Road in the Town of Andes. DTC Cable, a subsidiary of the Delhi Telephone Company, has started their construction of a portion of Phase I. With the help of Syracuse Utilities fiber optic cables are being run on portions of Crowe Road, Roberts Road, County Highway 33, McArthur Hill Road, Dancing Street, Kiff Brook Road, John Rice Road and neighboring roads within the town of Kortright.
March 2016- MTC Cable, a subsidiary of the Margaretville Telephone Company, was approved for a required franchise agreement in the towns of Harpersfield and Jefferson.
January 2016- Awaiting approval & execution of the grant disbursement agreement which is the second contract necessary from Empire State Development.
October 2015- A public hearing was held October 14, 2015 by Empire State Development (ESD) to finalize the grant disbursement agreement.
July 2015- Incentive proposal, which was one of two components of required agreements with Empire State Development (ESD) was finalized in July.
December 2014- The Delaware County Broadband Initiative (DCBI) was awarded $2.9 million in matching New York State grant funding by the Southern Tier Economic Development Council following Governor Cuomo’s annual Regional Council Awards Ceremony.
